The government is scheming with the country’s only oil refinery to generate extra profits by keeping fuel supplies deliberately low on the market, FYROM’s main opposition party alleges.
These accusations from the Social Democrats came after Finance Minister Trajko Slavevski announced that the state will lend diesel fuel to OKTA refinery from its reserves in order to end the shortages on the market over the last four days.
Previously OKTA, which is the country’s main supplier of fuel, said it stopped the production of diesel due to technical failures.
“OKTA got a fuel present from the government which it is bound to return in January when the fuel prices will be much lower than present,” the Social Democrats said in a press release claiming that in this way the refinery will make extra profits.
They accused OKTA and the government of scheming and manipulating the public and said that the alleged technical failure was just an excuse for hiding the true intent of making extra profits.
“There were no technical failures when the fuel prices reached over €100 and when both OKTA and the government profited from that. The alleged failure happens now when the prices are considerably lower,” the Social Democrats said.
The government was quick to denounce the opposition’s allegations by calling them “the most arrogant lies.”
The Finance Ministry explains in its press statement that the borrowed fuel will be fully supplemented with even more quality derivate by OKTA in January. This way, the state interests are fully protected, the statement read.
OKTA, which is now the property of Greek Hellenic Petroleum is by far the biggest fuel supplier in FYROM with considerable exports in surrounding countries as well.
Over the past years there were several accusations of murky deals between OKTA and the government. The opposition claimed OKTA was deliberately left alone unchecked to pollute the environment in return for bigger profits from taxes.

Even if FYROM meets all the necessary reform requirements, Skopje cannot progress in its EU bid unless the ‘name row’ with Greece is solved, France has warned.
“Without the resolution of the name issue, we cannot move forward, because this issue has to be solved first,” the French Foreign Minister, Bernard Kouchner warned on Monday evening after the European Union foreign ministers’ meeting.
“After such a long time has passed, this sounds like a very, very complicated problem, but it is very simple,” he added.
The European Union held a regular so-called “troika” meeting with FYROM.
Despite acknowledging the fact that the country has met many criteria to move forward, and the Enlargement’s Commissioner’s evaluation that FYROM has “plenty of potential to advance in EU integration,” Brussels decision-makers warn again that this could be overshadowed by the political unwillingness of EU member states.
Enlargement Commissioner Olli Rehn, reiterated that the Commission had presented benchmarks this spring as a criteria that has to be fulfilled before FYROM starts accession talks with the bloc.
“But in meantime, it is true that the EU Council functions on the basis of unanimity and this is also the essential factor concerning the decision on opening accession talks with FYROM (Former Yugoslav Republic of Macedonia),” Rehn said.
FYROM has been an EU candidate since December 2005 but the country has failed to get a date from Brussels for the start of accession talks.
Initially the key stumbling block was a perceived lack of reforms in FYROM however after Greece practically blocked FYROM’s bid to join NATO in April because of the unresolved row, the ‘name’ dispute has become an obstacle for FYROM in its bid to join the EU.
Athens argues that FYROM’s name might lead to Skopje making territorial claims over its own northern province which is also called Macedonia.
Since April, the United Nations-sponsored talks for finding a solution to the row have intensified but so far in vain. After Skopje took Athens before the World Court over Greece’s effective veto of FYROM’s NATO membership bid last month, the talks have ground to a halt.
FYROM’s Foreign Minister insisted that the name dispute was never a condition when Skopje launched its bid for membership of the bloc.
“I would like to underline that we are glad that the name dispute imposed by Greece is no part of the Copenhagen Criteria and neither of the Stabilisation and Association Agreement,” Milososki said in Brussels, referring to agreements that initially put Skopje on the path to EU membership.
However the European Commission is concerned about presenting a united front on FYROM’s EU bid and wants to ensure this before an ‘avis’ or go-ahead for the start of accession talks.
“The ‘avis’ of the European Commission is important but we need the unanimity of the EU,” warned Jean–Pierre Jouyet, the French Minister for European Affairs.
“Our friends Milosovski and (FYROM Deputy Prime Minister for European Integration Ivica) Bocevksi know it very well,” he added.

STATE DEPARTMENT REGULAR BRIEFING
BRIEFER: ROBERT WOOD, DEPUTY DEPARTMENT SPOKESMAN STATE DEPARTMENT BRIEFING ROOM, STATE DEPARTMENT, WASHINGTON, D.C.
10:40 A.M. EST, FRIDAY, DECEMBER 5, 2008
…
Mr. Lambros?
QUESTION: Albania. Mr. Wood, I raised a question yesterday concerning the personal role of DOS, if any, related to Sali Berisha’s recent comments about his, quote, unquote, “willingness” to resolve issues involving property claims via, quote, unquote, “a legal approach.” I am puzzled to learn that my question was referred to the Holocaust Office. That’s irrelevant to what I asked, and I’m wondering why.
MR. WOOD: We did our best to answer your question, Mr. Lambros. I don’t have anything further for you.
QUESTION: In order to clarify the position, may I repeat – again ask the question?
According to Albanian Prime Minister Sali Berisha, Albania and Greece involved in negotiation at the legal level concerning World War II issues on properties of Albanian Nazi collaborators who escaped Greece. And it was said that Department of State plays a role, and I would like to know what exactly you are doing in this process. This question has nothing to do anything with American citizen claims.
MR. WOOD: Mr. Lambros, I think we addressed the question. I’ll take a look to see if there’s any further thing that we can say about it.
QUESTION: Thank you.
QUESTION: Albania-FYROM. Mr. Wood, according to an interview, Assistant Secretary Matt Bryza made some absolute statements about minorities in the Balkans. When asked about the status and rights of the Greeks in Albania and FYROM, he dismissed the question as irrelevant, quote, “He had nothing to say about them,” unquote, or, quote, “even to hear the term ‘minority,’” unquote. Since that reflects your policy, Mr. Wood, I am wondering is there any particular reason why the Department of State seems allergic to hearing about the rights of the Greeks minority in the Balkans by (inaudible) to extra length to determine even imaginary minorities in Greece?
MR. WOOD: Well, I disagree with the premise of your statement, Mr. Lambros. Again, I have not seen what Matt has said, so it wouldn’t be fair for me to comment on it. Our policy with regard to Macedonia is well known, very clear. We have said that many times from the podium.
QUESTION: What about the property and human rights of the Greeks in Albania and FYROM? They have been violated totally by both governments, and I am wondering what do you do as Department of State from the human rights point of view.
MR. WOOD: Look, our position on human rights for minorities around the world is fairly clear, sir. I don’t think I need to say more on that.
QUESTION: Thank you.
MR. WOOD: You’re welcome.
END

Investment prospects in fYRoM touted
11/29/2008
Greece is amongst the biggest foreign investors in the neighbouring former Yugoslav Republic of Macedonia (FYRoM), according to figures presented during an event on investment opportunities in the country, hosted on Thursday by the Federation of Northern Greece Industries in Thessaloniki.
According to official statistics, 80 percent of companies belonging to Greek interests active in fYRoM’s textiles sector (totaling 58 companies) are found in the southern part of the country, primarily in the vicinity of Bitola and Gevgelija, and employ roughly 6,000 people.
Food and beverages is another sector with an increased Greek business presence. Specifically, a total of 22 companies employ 2,500 people, with roughly half operating in the city of Skopje or its outskirts.
The economic and trade secretary at the Greek Liaison Office in Skopje, Eleni Karayanni, noted that the distribution of Greek investments in the neighbouring country shows that 28 percent involves the banking sector; 25 percent in energy; 17 percent in telecoms; 15 percent in industrial production; 10 percent in the food and beverages sector, while 5 percent is in other sectors.
Most opportunities for Greek investments are found in the sectors of energy, transportation and IT technology, according to speakers at the event, which was attended by entrepreneurs from both countries.

28 November 2008 Sofia _ Bulgaria’s nationalist Ataka party argues Fyromia and Serbia can only become EU members once they return territories taken from Bulgaria after the First World War.
Dimitar Stoyanov, a member of the European Parliament for the Ataka party, made the claim in a letter he posted to Serbia’s ambassador to Sofia, after the Belgrade envoy refused to meet him.
The Ataka party leader Volen Siderov, later announced that they would demand that Belgrade’s and Skopje’s bid to join the European Union hinges on them returning what Bulgaria refers to the ‘Western Outlands.’
This includes the areas around the towns of Dimitrovgrad and Bosilegrad in eastern Serbia and the town of Strumica in eastern FYROM.
The demand comes as Bulgaria marked the 89th anniversary of the signing of the Treaty of Neuilly which was agreed after the country was defeated in the First World War.
The treaty, signed on November 27 1919 at Neuilly-sur-Seine in France, established borders between Bulgaria, Turkey, Greece, and the Kingdom of Serbs, Croats and Slovenes.
Under the treaty, Bulgaria ceded its Aegean coastline to Greece, and its western territories, which include the present-day towns of and Strumica, to the Kingdom of Serbs, Croats and Slovenes, present-day Serbia and FYROM.
The treaty, known in Bulgaria as the ‘Second National Catastrophe’ was also forced to reduce its army to 20,000 men and pay more than $400 million in reparations.
Ataka’s demands come as Bulgaria’s political parties prepare for next year’s general elections.
This has seen an upsurge in right-wing rhetoric in recent weeks, with another hardline nationalist party accusing Belgrade of human rights abuses against ethnic Bulgarians in Serbia last week, and tensions with Bulgaria’s substantial ethnic Turk minority rising.
Ataka is currently third in opinion polls behind Mayor of Sofia Boris Boyko’s opposition GERB party and Prime Minister Sergey Stanishev’s Socialist Party.
